Took me a while to figure the DL380 Gen9 problem, 2680v4 is supposed to support 2400 memory and system halts. I ended up finding extra memory sticks of 2133 and system booted correctly.  With this CPU with 2400, it says memory not installed.  I even narrowed it down to 1 stick, same problem.
